a <br /> The Adopted Waste Discharge requirements, Order No. 91 - 160, <br /> states that " The sludge generated by the City of Tracy is a non- <br /> hazardous decomposable waste applied as a soil amendment pursuant <br /> to best management practices and, as such, is exempt from the <br /> requirements of Title 23, California Code of Regulations (CCR) , <br /> Section 2510, et. seq. (Chapter 15) per Section 2511 (f) ." <br /> The potential effects of land application of municipal sludge if <br /> any, would be monitored by a soil monitoring program and a ground <br /> water monitoring program. "A groundwater monitoring network has <br /> been established to evaluate the effects of sludge application on <br /> shallow groundwater. The network consists of five monitoring wells <br /> located on the perimeter of the K&L Farms' operation area. <br /> An existing 40 foot-deep well, located in the eastern corner of <br /> the site, would also be used for monitoring purposes." Semi-annual <br /> sampling of the municipal sludge would be performed to characterize <br /> the sludge. <br /> The recommendation is that this site be exempted from a State <br /> Solid Waste Permit, and be under jurisdiction and inspection of a <br /> County Environmental Health Permit. <br /> a <br />
