Doig-Crites Ranch <br /> Doig-Crites Ranch is located on 500 acres on Crites Ranch Westside <br /> of Hwy 580, north of Lone Tree Creek. The groundwater depth at this <br /> site is approximately at 150 feet. <br /> This is a contingency site where vegetable waste are normally fed <br /> to livestock. They accept wastes of broccoli, spinach, peas, beans <br /> and cauliflower, which are incorporated into the ground by the <br /> spread and disc method. The permitted spreading rate is 60 <br /> tons/acre. This site has been in operation since 1990 and has been <br /> average to above average during inspections. <br /> The recommendation is that this site be exempted from a State <br /> Solid Waste Permit, and be under jurisdiction and inspection of a <br /> County Environmental Health Permit. <br /> 6. City of Tracy Sludge Spregdipg Operation <br /> Purpose for seeking an Solid Waste Permit Ex=ptign for the Tracy <br /> Sludge Project. <br /> A new law, AB # 2295, chapter 1247 states that "Existing law <br /> regulates. . . municipal sewage sludge as fertilizer material, and <br /> exempts these products, when used in general commerce, from <br /> regulation as a hazardous substance as a waste under designated <br /> provisions. " <br /> This project is spearheaded the City of Tracy Waste Water <br /> Treatment Plant. The site is located at New Jeruselum Airport, <br /> consisting of 300 acres surrounding the airport owned by the City <br /> of Tracy, leased to K&L farms, whom manage the agricultural <br /> production and the surrounding 1,700 acres. The boundaries extend <br /> west of Kasson Road across from the San Joaquin River Club and <br /> north of Durham Ferry Road. The groundwater depth at this site <br /> varies between 9 - 30 feet. <br /> Agricultural crops on this site includes alfalfa, fresh market <br /> tomatoes, sugar beets, dry beans, freezer peas, dried onions and <br /> garlic. The remainding lands are planted with almonds using a no- <br /> till soil manmagement system not suited to sludge application. <br /> The application of the sludge is conducted during an six week <br /> period during the fall. Approximately 2,590 - 4,160 tons of dry <br /> sewage sludge from the Waste Water Treatment Plant in Tracy is <br /> shipped directly to the New Jeruselum site. The sludge is then <br /> incorporated into the soil by means of the standard spread and disc <br /> method within 48 hours. <br /> The Alternative Technology Division (ATD) of the Department of <br /> Health Services (DHS) has completed its review of the submitted <br /> analytical data for the sludge from the City of Tracy wastewater <br /> treatment plant. Based on the information submitted, DHS concludes <br /> that the sludge generated from the wastewater treatment plant is <br /> classified as nonhazardous. <br /> The initial EIR, Sludge Management Plan, CEQA reveiw, City of <br /> Tracy negative declaration and the Report of Waste Discharge, has <br /> found no potential adverse environmental effects of this project, <br /> except for possible shallow groundwater contamination. <br />
