On September 2 , 1992 I sent a copy to you of the <br /> map of the Williams rice hull cogeneration plant as requested to <br /> assure your board that the silo ash is sufficiently separate <br /> from the ash which is not non-hazardous. As previously stated, <br /> Shields National' s interests are wholly independent of that of <br /> the Williams plant operator and thus Shields is not interested <br /> in becoming involved in their hazardous waste issue. <br /> As a result of sending out the map Mr. Alan Beidermann <br /> called to ask us to write out exactly what we believe to be <br /> appropriate or acceptable condition to your permit. We believe <br /> our testimony and evidence is sufficient to justify your <br /> approval of the four applications before you. As previously <br /> stated, Shields has undertaken substantial efforts to prepare a <br /> farmer' s questionnaire (see attached, this item is competitively <br /> sensitive, confidential and not available for public record <br /> review) and to determine soil suitability so that the ash <br /> product is beneficial to the soil and agriculture. Care will be <br /> taken to assure the ash is only taken from out of the silo and <br /> that : dispersal of the material is in accordance with the <br /> Regional Water Quality Control Board. No dispersal spreading <br /> will occur during windy days. <br /> The following conditions are submitted for your approval <br /> for each of the four applications: <br />
