Soil upon which the ash will be spread <br /> must be tested for suitability by a four sample composite <br /> prior to application of the soil amendment. one year after <br /> application, a second composite sample must be taken. In <br /> the event soil test results are in excess of 7 .5 pH, soil <br /> amendment will not be applied. <br /> 2 . Winter Plan. A plan for winter application of the soil <br /> amendment to t9e submitted by December 10 1992 and approved <br /> within 30 days by the Environmental Health Division. <br /> Conditional approval for ash application granted until the <br /> winter plan is approved. <br /> 3. Operations Plan. An Operations Plan for pick up and <br /> delivery of the ash to assure that no hazardous waste is <br /> delivered to the site to be submitted by December 1 , 1992 <br /> and approved within 30 days by the Environmental. Health <br /> Division. Conditional approval to haul and apply only silo <br /> ash is granted until the operations Plan is approved. <br /> 4. Monthly Reports.
