INFORMATION SHEET <br /> CITY OF MANTECA AND CITY OF LATHROP -2- <br /> SAN JOAQUIN COUNTY <br /> Sludge Management <br /> The City of Manteca currently discharges sludge dewatered in drying beds to City-owned <br /> farmland adjacent to the treatment plant (as described in finding, 4), at agronomic rates. New <br /> limitations on metal concentrations in sludge/soil mixtures and new conditions for sludge use as a <br /> soil amendment have been established. This new permit requires the City to reevaluate the sludge <br /> and effluent application rates to land and submit a sludge management plan for approval of the <br /> Executive Officer. <br /> Pretreatment Program <br /> The City of Manteca was required under Order No. 91-110 to submit and implement a <br /> pretreatment program. The City submitted a draft pretreatment program, but as of yet, the Board <br /> staff have not approved the draft. This permit establishes a time schedule for development, <br /> submittal, and implementation of an approved ed � <br /> pro-gram- <br /> Ground Water Monitoring <br /> This permit requires the monitoring of ground water to determine if the application of wastewater <br /> and sludge is having an impact. The City of Manteca has 5 existing wells and 1 new well located <br /> as follows: field 1, field 5, field 9 west, field 9 east, field 10 and the new well on field 3. The list <br /> of monitoring wells may be modified in the future to account for expansion of land reclamation <br /> practices. <br /> JJH:njs <br />
