Center St.
Manteca, CA 95337
PRE-APPLICATION REPORT, 1998 BIOSOLIDS SPREADING
Thank you for your letter dated 21 August 1998 which contains the pre-application report for the 1998
biosolids spreading. We have reviewed the report submitted in compliance with Monitoring and
Reporting Program Number 97- 115. The proposed application plan is acceptable as presented and you
may proceed to implement such a plan.
Please note that your existing permit No. 97-115 under D. Sludge Management Specifications,No. 5
states: "Application of sludge at rates in excess of the nitrogen requirements of the vegetation, or at
rates that would cause the excess nitrogen or metals to leach to groundwater, is prohibited". City of
Manteca Waste Discharge Requirements Order No. 97-115 (WDR's) Effluent Limitation B.2 states the
following: " The Discharger shall maximize disposal of effluent to land at agronomic rates at all times.
Therefore, the primary source for providing nitrogen to the crops in Manteca's fields should come from
effluent. Only additional nitrogen that is needed during growing season should be made up through
biosolids application.
The report that you presented, takes into account all sources of nitrogen in the calculations, therefore our
review indicates that your plan is,within the guidelines imposed by the Board. However,we mentioned
the above, to remind you of the Board's concern with the already existing high nitrogen concentrations
in the groundwater in the Manteca area, and the Board's requirements to prevent further groundwater
degradation.
If WEngineelr
itional questions or concerns please feel free to call me at(916) 255-3028.
Jo
cc: San Joaquin County Environmental Health, Stockton.
California Environmental Protection Agency
Recycled Paper
