Center St. <br /> Manteca, CA 95337 <br /> PRE-APPLICATION REPORT, 1998 BIOSOLIDS SPREADING <br /> Thank you for your letter dated 21 August 1998 which contains the pre-application report for the 1998 <br /> biosolids spreading. We have reviewed the report submitted in compliance with Monitoring and <br /> Reporting Program Number 97- 115. The proposed application plan is acceptable as presented and you <br /> may proceed to implement such a plan. <br /> Please note that your existing permit No. 97-115 under D. Sludge Management Specifications,No. 5 <br /> states: "Application of sludge at rates in excess of the nitrogen requirements of the vegetation, or at <br /> rates that would cause the excess nitrogen or metals to leach to groundwater, is prohibited". City of <br /> Manteca Waste Discharge Requirements Order No. 97-115 (WDR's) Effluent Limitation B.2 states the <br /> following: " The Discharger shall maximize disposal of effluent to land at agronomic rates at all times. <br /> Therefore, the primary source for providing nitrogen to the crops in Manteca's fields should come from <br /> effluent. Only additional nitrogen that is needed during growing season should be made up through <br /> biosolids application. <br /> The report that you presented, takes into account all sources of nitrogen in the calculations,therefore our <br /> review indicates that your plan is,within the guidelines imposed by the Board.
