Center St. <br /> Manteca, CA 95337 <br /> APPLICATION OF BIOSOLIDS AT PROPERTY ADJACENT TO MANTECA WATER <br /> QUALITY CONTROL FACILITY IN SAN JOAQUIN COUNTY <br /> This letter is to follow up on an inspection of your facilities conducted on 12 January 1998. The <br /> inspection was conducted because of concerns raised by the San Joaquin County Environmental Health <br /> Division relative to their inspection dated 16 December 1997. The County Environmental Health raised <br /> two questions. One, was the application rates at which the biosolids were applied, and the other, was the <br /> fact that the biosolids had not been incorporated into the soils within the specified time, as stated in the <br /> Regional Board's waste discharge requirements. <br /> Addressing the first point of concern, the Regional Board staff reviewed and approved the disposal of <br /> biosolids in all the available fields and approved the rate of biosolids applied based upon Agronomic rates <br /> recommended by the city's consultant, in letter to the city dated 5 November 1997 (copy enclosed). <br /> The second point of concern was that the City did not incorporate the biosolids into the soil within the <br /> time specified by their waste discharge requirements. This is a valid point and constitutes a violation. <br /> However, Mr. Warren Shannon, Wastewater Treatment Plant Superintendent, who was present during <br /> the field inspection explained the reason for the delay, and agreed that the City would incorporate the <br /> biosolids into the soil as soon as weather conditions would allow. <br /> Mr. Shannon concurred that the City of Manteca in the future, will incorporate the biosolids into the soil <br /> within the specified time set forth in the waste discharge requirements. The Regional Board staff also <br /> agreed that the city could use harrowing, instead of discing to protect the crops, for biosolids <br /> incorporation in future years. <br /> Our inspection of the fields where application of biosolids occurred, finds that no nuisance or health <br /> problems were encountered, that the field have a berm around the property line and public access is <br /> limited, and no signs of pollution or material leaving the property were encountered. <br /> AM <br /> Recycled Paper Our mission is to preserve and enhance the quality of California's water resources,and <br /> ensure their proper allocation and efficient use for the benefit of present and future generations. <br />
