CEASE AND DESIST ORDER NO. <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> SAN JOAQUIN COUNTY <br /> the date which the action was taken. Copies of the law and regulations applicable to filing petitions <br /> will be provided on request. <br /> ITIS HEREBY ORDERED THAT: <br /> 1. The City of Manteca and City of Lathrop, shall cease and desist discharging wastes in violation of <br /> Waste Discharge Requirements Order No. 97-115 (NPDES NO. CA0081558),Effluent Limitation C.5. <br /> 2. The Discharger shall implement a permit compliance workplan. The City of Manteca shall identify <br /> and implement changes required at the wastewater treatment plant to ensure reliable compliance with <br /> Waste Discharge Requirements Order 97-115 forthwith, but in no event later than the date provided <br /> in the following schedule: <br /> Task Due Date <br /> Submit a workplan describing methods taken and proposed <br /> to be taken to maintain continuous compliance with finding 6 above. 15 August 1998 <br /> Begin implementation of methods for improvement 1 September 1998 <br /> Full continuous compliance with Order 97-115 1 December 1998 <br /> 3. The Discharger shall submit monthly reports to the Board concerning progress toward meeting their <br /> permit compliance workplan time schedule. Report of each calendar month shall be due by the 15th <br /> day of the month for the preceding month beginning September 1998. <br /> 4. If,in the opinion of the Executive Officer,the Discharger fails to comply with the provisions of this <br /> Order,the Executive Officer may apply to the Attorney General for judicial enforcement or issue a <br /> complaint for Administrative Civil Liability. <br /> I, GARY M.
