Center St. <br /> Manteca, CA 95336 <br /> INSPECTION OF THE CITY OF MANTECA'S SLUDGE APPLICATION FIELDS, WDRs <br /> ORDER NO. 92-052, SAN JOAQUIN COUNTY <br /> We have recently completed an inspection of the City of Manteca's wastewater treatment plant's sludge <br /> disposal operations. Attached for your information is a copy of my Inspection Report for the 13 December <br /> 1993 inspection. <br /> No apparent violations of the Waste Discharge Requirements Order No. 92-052 (WDRs) were seen during <br /> our recent inspection. <br /> As part of this inspection we compared actual field conditions with what was approved in the Sludge Pre- <br /> Application Report. It appears there has been a significant change between the Pre-Application Report we <br /> approved and what Manteca has actually placed in its Field 3. Therefore, a technical report must be submitted <br /> to us by 15 February 1994 demonstrating the increased sludge loading and the changed crop will not <br /> cause the available nitrogen to exceed agronomic rates. We also reviewed the monitoring and reporting files <br /> submitted by Manteca for the sludge landspreading operations. It appears Manteca has not been monitoring <br /> the storm water/irrigation ditch because of our failure to establish the monitoring points. The attached <br /> inspection report establishes the monitoring points R-1 and R-2 for the Storm Water Runoff/Irrigation Return <br /> Water Monitoring.
