Center St. <br /> Manteca,CA 95336 <br /> SLUDGE PRE-APPLICATION REPORT FOR BIOSOLIDS APPLICATION TO LAND - <br /> WASTE DISCHARGE REQUIREMENTS ORDER NO. 92-052; CITY OF MANTEcA <br /> We have completed our review of your Biosolids Pre Application Report, dated 7 November 1995 and <br /> the amendments dated 16 and 27 November 1995. Based upon your proposed application rates for both <br /> biosolids and effluent it appears the agronomic rate nitrogen requirement for alfalfa could be exceeded. <br /> Because,there are no crop yield records for the City of Manteca's fields or any effluent flow records for <br /> the individual fields to enable estimation of the actual nitrogen loadings, the Regional Board staff cannot <br /> approve spreading biosolids and treated effluent at a rate that exceeds the average field yields and rates <br /> identified in the Western Fertilizer Handbook. Therefore,for alfalfa,the maximum yearly combined <br /> nitrogen loading rate from the biosolids and effluent cannot exceed 480 lbs.per acre and for silage corn the <br /> maximum yearly nitrogen loading rate cannot exceed 250 lbs.per acre. <br /> There appears to be a serious nitrogen problem in the ground water beneath the treatment plant and <br /> irrigation disposal areas,which we requested that the City begin evaluating in our 21 February 1995 letter. <br /> The City has not begun the investigation. Due to the_relatively shallow ground water and porous soils,we <br /> are highly concerned about possible over-application of nitrogen. Mr. Michael Mosbacher spoke to Mr. <br /> Warren Shannon concerning the ground water evaluation, and it is our understanding that the City is <br /> beginning preparation of the workplan for the study. We request that the City submit the work plan by <br /> 15 January 1996. <br /> Please submit a new Biosolids Pre-Application Report that reflects no more than the the above nitrogen <br /> loading rates.
