2 ; <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 92-052 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF MANTECA <br /> SLUDGE APPLICATION TO LAND <br /> SAN JOAQUIN COUNTY <br /> 1. The City of Manteca (hereafter Discharger) submitted a Report of Waste <br /> Discharge, dated 18 September 1991, and a Sludge Management Plan, dated July <br /> 1991, for a project that will use municipal wastewater treatment plant sludge. <br /> The Discharger applies stabilized sewage sludge and wastewater effluent from <br /> its wastewater treatment plant to 210 acres of fields owned by the Discharger <br /> and 93 acres owned by Mr. Anthony K. Dutra. The Discharger's acreage is <br /> leased to Mr. Dutra for farming. The Assessor's Parcel Nos. for the site are <br /> 241-300-47, 48, 49, and 50, 241-31-16, 18, 32, 44, 48 ,52, 53 ,and 54, and <br /> 241-320-01. <br /> 2. The Discharger applies stabilized wastewater treatment plant sludge from the <br /> City of Manteca Water Quality Control Facility (WQCF) in Manteca, California, <br /> to cropland as a soil amendment. The Discharger also discharges effluent from <br /> the City of Manteca plant to the cropland during the months of April through <br /> October. The application of the effluent is at agronomic rates. The City of <br /> Manteca facility is regulated by Waste Discharge Requirements Order No. 91- <br /> 110, NPDES permit No. CA0081558. The City of Manteca WQCF is in the process <br /> of developing a U.S. EPA approved pretreatment program. <br /> 3. The Sludge Management Plan meets the regulations and guidelines found in 40 <br /> CFR 257, "Criteria for Classification of Solid Waste Disposal Facilities and <br /> Practices", U.S. Environmental Protection Agency (EPA), September 1987, and <br /> the Manual of Good Practices for Lanspreading of Sewage Sludge, Department of <br /> Health Services, Sanitary Engineering Branch, April 1983. <br /> 4. EPA proposes to amend 40 CFR 257 to exclude sewage sludge and to simulta- <br /> neously promulgate comprehensive technical standards for the use and disposal <br /> of sewage sludge under 40 CFR 503 (Proposed Rule, 6 February 1989), pursuant <br /> to Section 405(d) of the Clean Water Act (CWA) . While this Order implements <br /> 40 CFR 257, proposed 40 CFR 503 was used as guidance and, if promulgated, will <br /> be implemented by reference and through modification of these requirements. <br /> 5. Air-dried, anaerobically digested sludge of greater than 50% solids is applied <br /> to approximately 210 acres of farm land, as shown on Attachments A and B, <br /> which are included as part of this Order. Sludge application has been <br /> estimated to be up to 2.1 dry tons per acre per year at the current plant <br /> output, and will increase to 3.3 dry tons per acre per year by the year 2000 <br /> as the wastewater treatment plant increases its volume of treated water. <br /> Loading rates will be established based on crop utilization and limitations <br /> imposed by annual and/or cumulative metal loading criteria. Sludge/soil <br /> mixture will not be allowed to exceed maximum soluble metal concentrations to <br /> protect ground water. Nutrients and trace metals associated with the <br /> wastewater effluent and any added fertilizer will considered in determining <br />
