S <br /> WASTE DISCHARGE REQUIREMENTS <br /> CITY OF MANTECA <br /> SLUDGE APPLICATION TO LAND <br /> SAN JOAQUIN COUNTY -2- <br /> appropriate allowable sludge loading rates. Wastewater effluent volumes will <br /> likely be the manner in which applied nutrient loadings will be manipulated <br /> given that the effluent supplies the greatest mass of nutrients. <br /> 6. Sludge will usually be applied during the fall after the sludge has dried. <br /> The sludge will be transported from the City of Manteca Water Quality Control <br /> Facility to the fields and will be incorporated into the soil within 48-hours <br /> after spreading. These requirements do not allow storage of sludge at the <br /> disposal area. <br /> 7. The Discharger reports that the City of Manteca sludge is treated to meet the <br /> standards for a process to significantly reduce pathogens as defined by 40 CFR <br /> 257, Appendix 11 (60 days at 15°C to 40 days at 20°C, with volatile solids <br /> reduction of at least 38%) and is characterized as follows: <br /> Total Concentration (dry weight) <br /> Constituent (mg/kg) <br /> Arsenic 1.16 <br /> Barium 124 <br /> Cadmium 1.69 <br /> Chromium 7.06 <br /> Copper 89.6 <br /> Lead 24.4 <br /> Mercury 0.84 <br /> Nickel 7.16 <br /> Selenium 0.42 <br /> Silver 11.1 <br /> Zinc 182:6 <br /> Molybdenum 1.1 <br /> Total Nitrogen 8500 <br /> Phosphorus 16400 <br /> Total Solids (percent) 75% <br /> 8. The Discharger has agreed that the following limitations shall be imposed <br /> after application of sludge: <br /> a. Public access will be controlled for at least 12 months; <br /> b. Grazing by animals whose products are consumed by humans will be <br /> prevented for at least one month after sludge application; <br /> C. If the site is used as pasture, grazing by milking animals will be <br /> prevented for at least 12 months after last sludge application. <br /> d. On a given field, there will be no planting of unprocessed food crops for <br /> three years after sludge application. <br />
