To protect ground water (to prevent metals from leaching to ground <br /> water) , the application of sludge shall not cause the sludge/soil mixture <br /> to exceed the following soluble levels (mg/1) when extracted with <br /> distilled water using the Waste Extraction Test (WET) described in the <br /> California Code of Regulations (CCR), Title 22, Division 4, Chapter 30. <br /> Level of Sludge/Soil Mixture Not To Be Exceeded <br /> Metal Limitation (m4/1 ) <br /> Cadmium 0.1 <br /> Copper 20 <br /> Lead 0.5 <br /> Nickel 0.134 <br /> Zinc 200 <br /> 3. Sludge shall be landspread and incorporated into the soil within 48 hours <br /> of arrival at the disposal fields. <br /> 4. Sludge shall not be applied on slopes exceeding 10 percent. <br /> 5. Staging areas and sludge application shall be at least: <br /> a. 25 feet from property lines shared with landowners other than the <br /> City of Manteca, <br /> b. 500 feet from domestic water supply wells, or occupied dwellings, <br /> C. 50 feet from non-domestic water supply wells, <br /> d. 50 feet from public roads. <br /> 6. Sludge shall not be applied to soils with a pH of less than 6.5. <br /> 7. Sludge shall not be applied to water saturated ground nor applied during <br /> periods of heavy rainfall . <br /> 8. For each field that receives sludge, the Discharger shall : <br /> a. Control public access for 12 months after each sludge application; <br /> b. Prevent grazing by animals whose products are consumed by humans for <br /> one month after sludge application; <br /> C. If the field is used as pasture, prevent grazing by milking animals <br /> for at least 12 months after each sludge application; and <br /> d. Prevent planting of unprocessed food crops for three years after <br /> sludge application. <br /> 9. Application of sludge shall comply with existing federal and state laws <br /> and regulations, and with CWA Section 405(d) technical standards when <br /> promulgated.
