The Board, in a public meeting, heard and considered all comments pertaining to the discharge. IT IS HEREBY ORDERED that the City of Manteca, in order to meet the provisions contained in Division 7 of the California Water Code and Regulations adopted thereunder, shall comply with the following at the above mentioned fields. A. Discharge Prohibitions: 1. The discharge of tailwater, field runoff, or sludge to surface waters or surface water drainage courses is prohibited. 2. Discharge of waste classified as "hazardous" or "designated", as defined in Section 2521(a) and Section 2522(a) of Chapter 15, is prohibited. 3. Application of sludge at rates in excess of the nitrogen requirements of the vegetation, or at rates that would cause the excess nitrogen or metals to leach to ground water, is prohibited. 4. Application of sludge shall be confined to the designated disposal area. as stated in Finding 5 of this Order, and shown on Attachments A and B. 5. Grazing of milking animals used for producing unpasteurized milk for human consumption is prohibited. B. Discharge Specifications: 1. Sludge application rates shall not exceed crop utilization rates, or rates which cause specific constituents to exceed single, annual , or lifetime application limits, based on: a. 40 CFR 257, Criteria for Classification of Solid Waste Disposal Facilities and Practices, b. Department of Health Service, "Manual of Good Practices for Landspreading of Sewage Sludge", C. Soil Cation Exchange Rates. d. Soil pH, e. Nitrogen demand of the crop, and f. Phytotoxicity.
