The Board, in a public meeting, heard and considered all comments pertaining <br /> to the discharge. <br /> IT IS HEREBY ORDERED that the City of Manteca, in order to meet the provisions <br /> contained in Division 7 of the California Water Code and Regulations adopted <br /> thereunder, shall comply with the following at the above mentioned fields. <br /> A. Discharge Prohibitions: <br /> 1. The discharge of tailwater, field runoff, or sludge to surface waters or <br /> surface water drainage courses is prohibited. <br /> 2. Discharge of waste classified as "hazardous" or "designated", as defined <br /> in Section 2521(a) and Section 2522(a) of Chapter 15, is prohibited. <br /> 3. Application of sludge at rates in excess of the nitrogen requirements of <br /> the vegetation, or at rates that would cause the excess nitrogen or <br /> metals to leach to ground water, is prohibited. <br /> 4. Application of sludge shall be confined to the designated disposal area. <br /> as stated in Finding 5 of this Order, and shown on Attachments A and B. <br /> 5. Grazing of milking animals used for producing unpasteurized milk for <br /> human consumption is prohibited. <br /> B. Discharge Specifications: <br /> 1. Sludge application rates shall not exceed crop utilization rates, or <br /> rates which cause specific constituents to exceed single, annual , or <br /> lifetime application limits, based on: <br /> a. 40 CFR 257, Criteria for Classification of Solid Waste Disposal <br /> Facilities and Practices, <br /> b. Department of Health Service, "Manual of Good Practices for <br /> Landspreading of Sewage Sludge", <br /> C. Soil Cation Exchange Rates. <br /> d. Soil pH, <br /> e. Nitrogen demand of the crop, and <br /> f. Phytotoxicity. <br />
