F& W Cattle Company#2
Page 2
c. Notify the EHD prior to start up of operation for 2000.
d. Prior to application of waste,provide EHD with the anticipated crop producing acreage at
the San Joaquin County Wimer Road property.
e. The approval to operate this site will be withheld until all conditions of the CRWQCB
and EHD have been met.
f. The initial management plan accepted by the EHD in December of 1989 indicates in
Section 7 (Vector Control Procedures)that"Waste will not be fed but instead spread and
disced into the soil every 72 hours, thus significantly reducing vector mitigation. As a
contingency plan spray equipment will be available to reduce vectors and cut down
migrant fly population from nearby cattle ranches and orchards." If it is your intention to
feed animals cannery waste at this site, it is our opinion that a new management plan and
public hearing would be required.
Failure to comply with the removal of solid waste as identified in item seven will result in a
referral to the District Attorney for appropriate prosecution.
Should you have any questions regarding this matter,please contact me at(209)468-3437.
Sincerely,
///W-- or?
Mike Huggins, Supervising R.E.H.S., R.D.I.
Environmental Health Division
MH:cf
