2. Training <br /> Staff training generally concentrates on on-the-job training under the supervision of some- <br /> one experienced in the various aspects of the skills being taught. Potential hazards and <br /> safety procedures are stressed. Currently, there are weekly and monthly meetings in addi- <br /> tion to any "as needed" meetings. <br /> Employees are provided with safety vests, hard hats, hearing protection, safety glasses, <br /> dust masks and respirators, as appropriate for personal safety in their particular job func- <br /> tion. Personnel are also required to wear steel toed and soled safety shoes and gloves, <br /> depending on their job function. No employee is permitted to operate potentially danger- <br /> ous equipment or engage in potentially dangerous activities without appropriate training. <br /> Forward also implements an emergency response training program as part of their Contin- <br /> gency Plan. All site employees are trained in (1) emergency alarm and notification, (2) ex- <br /> ternal emergency response organization notification, and (3) location and content of the <br /> emergency response plan. Employees receive a copy of the emergency response plan at <br /> hire. <br /> The load checking program is explained in detail to all site personnel who are involved <br /> with the inspection of waste, including the gate attendant, load inspectors, landfill, and <br /> compost facility workers, and equipment operators. <br /> These employees will also attend the "Basic Hazardous Waste Awareness Course" given by <br /> the San Joaquin County Office of Emergency Services. The course emphasizes familiarity <br /> with the types of containers and labels typically used for hazardous waste and other mater- <br /> ials. The course is repeated annually. All new employees are enrolled in the course at the <br /> earliest available class after their hire. <br /> Specific emergency response and evacuation procedures for all Forward employees and <br /> members of the emergency response team are covered in the training sessions conducted at <br /> the site throughout the year. <br /> 3. Supervision <br /> a. Level of Supervision <br /> Describe the level of supervision to be provided in order to ensure proper operation <br /> of the facility. <br /> The Compost Facility will be supervised by a director of operations, who will be onsite <br /> 40 hours per week during regular business hours. <br /> w&I0029B5c. 5/51 <br /> 9/29/94 51 <br />
