1 <br /> Forward continually evaluates the need for additional equipment for landfill and RRF oper- <br /> ations. For situations that require standby, specialized, or additional equipment, Forward <br /> will lease-rent and/or contract the appropriate equipment from local contractors or suppliers <br /> located within an approximate 20-mile radius of the site. Forward has established contract <br /> agreements with the following local contractors and suppliers: <br /> • Holt Brothers • John Deere <br /> Charter Way Charter Way <br /> Stockton Stockton <br /> • J & M Equipment • Case Power and Equipment <br /> Charter Way Charter Way <br /> Stockton Stockton <br /> 4. Housekeeping <br /> Describe procedures for housekeeping which will minimize accumulations of <br /> fuel drums, parts, inoperable equipment, tires, scrap and similar items and <br /> availability of storage areas that are reasonably screened from outside the <br /> facility boundary. <br /> Housekeeping is accomplished by permanent employee duty assignments with daily inspec- <br /> tions to assure compliance. The RRF does not accept, or maintain, fuel drums or tires. <br /> The parts are stored in a trailer on the south side of the RRF building. All of the equip- <br /> ment at the RRF is needed for RRF operations. All inoperable equipment is promptly <br /> repaired. All scrap metal is salvaged. Loose materials and litter cleanup is performed on <br /> a regular basis. The RRF is screened from Austin Road on the south and west sides by a <br /> 5-foot-high vegetated earthen berm. <br /> D. Materials Handling Activities <br /> 1. Confined Unloading <br /> Describe procedures for ensuring confined unloading. Include adequate con- <br /> trols for wind-blown materials. <br /> The unloading area will have appropriate signs and will be staffed by Forward personnel, <br /> who will direct loads to the appropriate areas. Trucks with recyclable loads go directly to <br /> the RRF. At the RRF, the operator or laborers direct the trucks to the unloading area. All <br /> quantities at the RRF are measured by volume. The RRF also keeps records, in tons, of <br /> materials sold. The RRF has a wood buy back program where they will pay the hauler for <br /> loads of high-grade wood (like pallets). <br /> The unloading areas are shown in Figure 2.2.
