needing any preprocessing, are brought to the RRF and separated. The loads are spread <br /> out in the 12,000 square foot waste sorting building and the entire load is checked for <br /> recoverable materials, compostable materials, landfill materials, and unacceptable waste. If <br /> hazardous wastes are detected, they must be removed by the customer and disposed of at a <br /> licensed hazardous waste disposal site. <br /> "All wood" loads are unloaded in the wood grinding area and is confined to an area ap- <br /> proximately 100 feet by 150 feet and 12 feet high, as specified by the local fire depart- <br /> ment. Also, this area is a minimum 100 feet from the RRF building. <br /> The volume of traffic at the RRF is approximately 10 to 15 trucks per day, in addition to <br /> the approximately 15 collection trucks per day from the Delta Container Corporation. This <br /> small volume ensures confined, supervised unloading. A debris collection fence is used to <br /> catch any wind blown debris. <br /> Material unloading areas have been designed so that the northwestern prevailing winds <br /> direct any windblown particles into the material stockpile or perimeter site fencing, rather <br /> than away from it. Compost Facility staff will police the site regularly and remove any <br /> windblown litter. <br /> 2. Material Preparation <br /> If operations such as shredding or baling are to be conducted, describe poli- <br /> cies and procedures for ensuring that they are conducted in a controlled <br /> manner and in conformance with conditions established by the LEA, local <br /> land use Authority and other approval agencies [14 CCR 17517]. Describe <br /> the activities that are interrelated to aspects of facility operations and work <br /> to minimize health, safety, or nuisance problems. <br /> An integral part of composting operations is the grinding of incoming green waste materials <br /> for size reduction. A working foreman will be stationed by the size reduction equipment <br /> during all grinding operations to ensure that the operation is conducted in a controlled and <br /> safe manner. Facility grinders will be equipped with locking controls to prevent unauthor- <br /> ized use. There will not be any material preparation activities for the sewage sludge. <br /> Wood waste, lumber, and brush are crushed with a Caterpillar tractor and processed <br /> through the W.H.O. wood chipper. The chipped wood is then deposited in 120 cy, and <br /> larger, trailers and sent to market. The wood grinding area is approximately 15,000 square <br /> feet. <br /> Currently, there is no shredding or transformation of materials at the RRF. <br /> te®100290C."5/59 <br /> 9/29/94 59 <br />
