a. Waste Handling and Separation <br /> Describe plans for waste handling and separation. Describe control and monitoring <br /> for maintenance of proper moisture content and temperature. <br /> Vehicles carrying waste materials will be directed by to the RRF and will unload in the <br /> appropriate area. Vehicles delivering green waste material that has been preprocessed <br /> (ground) prior to arriving at the Compost Facility or materials that do not need processing <br /> will be directed to a separate unloading area to bypass grinding operations. Compost Facil- <br /> ity personnel will direct vehicles and supervise the unloading operations. <br /> r <br /> After the w ° _,.are unloaded, laborers will remove unacceptable wastes such as plastic <br /> bags and misceaheous pieces of mixed waste from the material. Loads of material that <br /> have been processed prior to arriving at the Compost Facility will be visually inspected to <br /> ensure that contaminants are removed prior to composting. In addition, large concentra- <br /> tions of materials, which may be difficult to process or compost, may be segregated from <br /> incoming material and routed for disposal. Difficult-to-process materials include palm and <br /> other vinelike materials; which can cause increased equipment maintenance and downtime; <br /> and eucalyptus, straw, and redwood, which take a long time to decompose and; may contain <br /> phytotoxic components. Unacceptable wastes and large concentrations of difficult materials <br /> will be stockpiled onsite and transferred to an appropriate landfill for disposal. <br /> After personnel have removed unacceptable and/or difficult materials and large wood ob- <br /> jects from the waste which requires grinding, a front-end loader will feed the waste into the <br /> grinder or move the material within reach of a grapple that will load the grinder. The <br /> grinder will shred the material into pieces with a nominal diameter of 3 inches or less. <br /> After the material passes through the grinder, it will be dropped onto a conveys that <br /> moves the material past a magnetic separator. A magnetic separator will be provited to <br /> extract nails and other ferrous contaminants from the material. The shredded waste will be <br /> 1 moved by the front-end loader to the composting area or loaded into a dump truck that will <br /> transport the material to the composting area where it will be combined with other waste <br /> feedstock. <br /> The waste materials will be formed into compost piles/beds 8 feet high, 18 feet wide and <br /> P P g , <br /> of varying length (up to 300 feet long). The active compost will be mixed as required for <br /> proper control depending on temperature and moisture profiles and season (turning will be <br /> kept to a minimum during the rainy season). The frequency of the Windrow turning and <br /> water addition will be determined by monitoring the pile temperature and moisture content. <br /> Temperatures within the active compost will be monitored daily using hand-held <br /> temperature probes. This information will be recorded and kept in the RRF office. Mois- <br /> ture content will be monitored based on knowledge of incoming moisture content, moisture <br /> addition, and by manual and laboratory testing. Piles will be watered and/or turned based <br /> on the results of monitoring.
