Wind. The California Air Resources Board (1984) analyzed wind data for the Stockton <br /> WB Airport for the period from 1964 to 1980. The prevailing wind for the Stockton sta- <br /> tion blows from the west-northwest (45.3 percent of the time) and the north (15.9 percent <br /> of the time). Calms occur approximately 7 percent of the time. The wind rose shown in <br /> Figure 3.3 provides wind direction information; it was developed from the Stockton WB <br /> Airport data. The mean annual wind speed is 8.2 miles per hour. <br /> 4. End Use <br /> State the intended use of the compost. <br /> Forward will produce a range of products and will market all of the compost produced by <br /> the Compost Facility. Forward is investigating potential uses such as top soil amendments, <br /> mulch ingredients, soil conditioners, or as alternative landfill daily cover. Material may be <br /> produced in both bulk and bagged forms. <br /> S. End Product <br /> Describe the process used to ensure that the end product, excluding noncompostable <br /> waste, is innocuous and free of sharp-edged particles that have the potential to be <br /> harmful to human health and safety. In addition, describe the process to be used to <br /> ensure that the end product shall not exceed the Soluble Threshold Limit <br /> Concentration or the Total Threshold Limit Concentration specified in <br /> Section 66261.24, Title 22, CCR, or the maximum concentration of contaminants <br /> specified in Part 261.24, Title 40 Code of Federal Regulations. <br /> Forward will follow a process to ensure that compost end product is innocuous and free of <br /> sharp edges and particles that have the potential to be harmful to human health and safety. <br /> The quality of the end product will depend on the product's use. The highest quality end <br /> product would be used as top soil amendment. Forward will follow the sampling and <br /> analysis requirements as discussed in previous sections to ensure that all compost product <br /> meets regulatory requirements for the protection of human health and safety. All product <br /> will be screened and free of sharp-edged particles. <br /> 6. Environmental Health Standards <br /> Describe the process used to ensure that all end products, excluding noncompostable <br /> waste, have met environmental health standards for maximum metal concentration <br /> and pathogen reduction. <br /> Forward will follow processes to ensure that compost end products meet environmental <br /> health standards for maximum metal concentrations and pathogen reduction.
