exceeds the maximum metal concentrations or maximum acceptable pathogen concentra-
tions shall be designated by the appropriate state or federal jurisdiction for another use,
including disposal, additional processing, or other use. The maximum acceptable metal
concentrations are presented in Table 2.3. All tests for metal concentration will be con-
ducted at a certified lab.
The density of fecal coliform in the stabilized compost will be less than 1,000 Most Prob-
able Number (MPN) per gram of total solids on a dry weight basis, or the density of
Salmonella bacteria in the stabilized compost will be less than 3 MPN per 4 grams of total
solids on a dry weight basis.
Active compost containing sewage sludge waste will be operated at the minimum tempera-
ture and process time requirements presented in Table 2.4.
7. Compliance Monitoring Program
Describe the compliance monitoring program established to achieve compliance with
the environmental health standards specified in 14 CCR 17887. The facility may be
exempted from conducting constituent analyses if it produces less than 5,000 cubic-
yards of green compost per year and the enforcement agency waives this
requirement under 14 CCR 17893.
[NOTE: This has been modified to reflect new regulations in 17867.]
Forward will follow a compliance monitoring program as required by Title 14 CCR 17867
for sewage sludge composting facilities and mixed solid waste composting facilities.
Sewage Sludge. Active compost containing sewage sludge will be monitored for metals,
pathogen density, and active compost temperature at the frequency listed in Table 2.5.
To meet the requirements of Sections 17863.2 and 17868.3 at least one composite sample
eq , p p e
will be analyzed for every 5,000 cubic-yards of compost produced.
A composite sample will consist of twelve (12) mixed samples of equal volume.
Four samples will be extracted at each of three different locations within the compost pile
as follows:
® One-half the horizontal width of the pile
® One-fourth the horizontal width of the pile
• One-eighth the horizontal width of the pile
At least one temperature reading will be taken daily per either 150 feet of Windrow, or
fraction thereof, or for every 200 cubic-yards of active compost.
w&10029B5C.wp5/67
9/29/94 67
