• f. 76 Austin 2000(F16.a) The project sponsors or the SJMSCP JPA should fund and conduct pre-construction protocol surveys for burrowing owls In all ruderal and non-native grassland habitats wffhfn the project site. Surveys should be conducted as recommended In the Staff Report on Burrowing owl Mitigation(CDFG 1995)and as otherwise prescribed In the Bun'owtng owl Survey Protocol and Mitigation Guidelines(BOC 1993). If burrowing owl are observed during surveys,the extent of burrowing owl habitat on the project site would be delineated by a qualfked ornithologist. Avoidance and mfffgation would be pursuant to new guidelines provided by CDFG andlor as specified by the SJMSCP. g. 77 Austin 2000(F15.c) (Burrowing owls)If the project sponsor elects to mitigate in accordarxe with the SJMSCP, then the JPA may fund and conduct pre-construction surveys to prevent direct take of Individuals or nests. Pre-construction surveys should be conducted w&hln 30 days prior to ground disturbance. These actions would reduce any significant adverse Impacts to bun-owing owl to a level considered less than significant. This mitigation option would also reduce impacts to this species habitat to a level considered less than significant by including pre-construction surveys in combination with payment of SJMSCP fees. In addition,methods to prevent occupation of the site by burrowing owls during construction should be employed, consistent with the guidelines in the SJMSCP. These methods include Installation of one- way doors in occupied burrows,maintaining vegetation cover that discourages burrowing ground squirrels, disking to destroy burrows, or control of ground squirrel populations 14. CITY OF STOCKTON MUNICIPAL UTILITIES DEPARTMENT (Staff Contact: Robert Castelli, 209-937-8750) • a. 81 (1.4) Proposed as Part of the Project: if leachate Is delivered to the City of Stockton Regional Wastewater Control Facility,the project sponsor will provide for independently corroborated test results to the City to demonstrate the chemical composition of the leachate extracted from the proposed consolidated landfill project. Monitoring and testing of landfill-generated leachate will meet the requirements of the City of Stockton Wastewater Ordinance and the City Municipal Utilities Department. If leachate quality is not acceptable for disposal at the Regional Wastewater Control Faculty, the project sponsor will either have the leachate collected and disposed off-site by a licensed Treatment and Disposal Facility,or will develop on-site leachate processing that will result in. treated leachate that is acceptable for disposal at the wastewater treatment plant or acceptable to regulatory agencies for on-site use.
