8-1 <br /> 8.0 CONDITIONS, CRITERIA AND REQUIREMENTS <br /> The Compost Facility will not encroach on floodplains or tidelands, nor is it in an agricultural <br /> preserve. The zoning of the site and nearest adjacent properties is agricultural. <br /> State and local agencies regulate the handling and disposal of nonhazardous solid and <br /> designated wastes at the Forward Landfill, Compost Facility, and RRF either directly through <br /> permits, approvals, and regulatory requirements, or indirectly through guidelines enforced by <br /> other agencies. The RRF, including the Compost Facility, is currently operating under the <br /> following permits. <br /> California Department of Resources Recycling and Recovery (CalRecycle): <br /> ♦ SWFP No. 39-AA-0020, 2009. It should be noted that the Forward Landfill operates <br /> under a separate SWFP (No. 39-AA-0015). <br /> San Joaquin County Department of Planning: <br /> ♦ Land Use Permit UP-00-7, April 2003. <br /> ♦ Use Permit No. PA-1000245, dated February 2011. <br /> San Joaquin Valley Air Pollution Control District: <br /> ♦ Permits to Operate N-8534-1-1, N-8534-2-1, and N-8534-3-0. <br /> ♦ Authority to Construct Permits N-8534-4-1, and N-8534-5-1. <br /> Central Valley Regional Water Quality Control Board: <br /> ♦ Waste Discharge Requirements, Order No. R5-2014-0006. The RRF manages <br /> stormwater through implementation of a site-specific Stormwater Pollution <br /> Prevention Plan (SWPPP) for the landfill, RRF, and Compost Facility. A copy of the <br /> landfill's SWPPP is maintained on-site. <br /> Manteca-Lathrop Fire Department: <br /> ♦ The Manteca-Lathrop Fire Department is the local fire authority having jurisdiction <br /> over this facility. Permits issued by the fire department are maintained at the <br /> facility office. <br /> Copies of available permits are provided in Appendix A. <br /> Finding of Conformance <br /> ♦ The California Integrated Waste Management Act of 1989 (Public Resources Code <br /> Section 40000, seq.) requires cities and counties to prepare a plan for their solid <br /> waste system known as a Countywide Integrated Waste Management Plan <br /> (CIWMP). The County of San Joaquin has completed their CIWMP.
