8-2
No. 2001052081) and certified by the San Joaquin County Planning Commission
on February 6, 2003. Subsequently, a Notice of Determination was filed with the
State Clearinghouse on April 14, 2003.
In addition, a Negative Declaration was prepared to address environmental impacts
associated with the relocation of the permitted boundaries. The Negative
Declaration was filed with the State Clearinghouse (SCH No. 2010112045) and
certified by the San Joaquin County Planning Commission in January 2011.
Siting and Design Requirements (14 CCR Section 17406.2)
♦ The RRF's design and operation were found to be in compliance with the California
Code of Regulation Title 14 Minimum Standards for Solid Waste Handling and
Disposal as determined by a document review conducted by CalRecycle and the
LEA prior to the issuance of the SWFP.
Pursuant to the San Joaquin County 2010 General Plan, the land use designation for the
landfill is G/A (General Agricultural) and the zoning is AG-40 (General Agricultural, 40-acre
minimum lot size). The San Joaquin County Development Title specifies that Major Impact
Services are allowed in AG-40 zone classification areas subject to a Use Permit. Major
Impact Services, which include sanitary landfills, are defined as land intensive activities that
must be located away from residences or concentrations of people due to the nature of the
operation's impacts. The existing Forward Landfill (including the RRF and Composting
Facility) is currently operated under San Joaquin County Land Use Permits Nos. UP-00-7,
and PA-10000245 granted in 2003 and 2011, respectively.
Forward Composting Facility SWT Engineering
Report of Composting Site Information-November 2014
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\resi 2014\text\9-nov 2014 track changes\sec 8.doc
