7. Local Enforcement Agency(LE,.,t litions: 1. The design and operation of this facility must comply with all applicable State Minimum Standards for solid waste handling as specified in Title 14,California Code of Regulations. 2. The operator shall maintain a log of specialfunusual occurrences. This log shall include,but is not limited to,fires,explosions, the discharge and disposition of hazardous or un-permitted wastes,and significant injuries,accidents or property damage. Each log entry shall be accompanied by a summary of any actions taken by the operator to mitigate the occurrence. The log shall be avai'able to site personnel and the EA at all times. 3. The operator shall comply with at waste discharge requirements,Clean-up and Abatement Orders,monitoring,remediation schedules and related requirements of the local California Regional Water Quality Control Board(CRWQCB). Degradation of water connected to this site shall be remediated in the manner specified y the CRWQCB. 4. Additional information concerning the design and operation of this facility must be furnished upon the request of the LEA. 5. Forward Resource Recovery Facility must comply with the conditions of approval of Use Permit UP-00-07. b. The LEA reserves the richt to suspend or modify waste receiving and handling operations when deemed necessary due to an emergency,a potential health hazard,or the creation of a public nuisance. 7. Any change that would cause the design or operation of the facility not to conform to the terms and conditions of this permit is prohibited. Such a change may be considered a significant change.requiring a perm it revision_ In no case shall the operator implement any chane.without first submitting a written notice of the proposed in the form of an RFI amendment,to the LEA at least 180 days in advance of the change. S. A chance in operator for this site will require a new solid waste facility pe-rriit The LEA shall be notified in twriting of any change in ownership or operator of the facility. 9. The Facility shall meet the design and operational standards of the California Cede of Re_uiations,Title 1;(CCR 14).Sections 174UO-17554,and Title 14(CCR 14),Sections 17850-17870. - 10. The traas£;r station facility shall maintain and keep all stockpiles under 12 feet in height%+ithin the transfer building,. It. Physical Contaminants and refuse removed from feedstock,compos',or chipped and grround material shall be removed from the site within 7 days and transported to a disposal facility. 12. All stockpiling of compostable organic material for a combined period of time greater than six months is considered disposal and must be either removed from the site or processed for composting operations 13. Wastewater shall not be allowed to discharge off the property or into any waterway except as allowed by NPDES permit. 14. All incoming waste shall be inspected for hazardous waste. If hazardous waste is found it shall be handled as hazardous waste in accordance with all applicable State standards. 15. in accordance with Title 14(CCR 14),Section 17857.5. Operators shall ensure that all personnel assigned to the operation shall be trained in subjects pertinent to operations and maintenance,physical contaminants and hazardous materials recognition and screening.,with emphasis on odor impact management and emergency procedures. A record ofsuch training shall be maintained on the site. All personnel working with the toad screening program shall be trained to recognize hazardous wastes,and shall be trained for safety and evacuation procedure 16. This permit is subject to review by the LEA and may be modified,suspended,or revoked for sufficient cause following a hearing. 17. Wastes to be composted must go directly into composting operation and may not be stockpiled on site for more than seventy-two (72)hours. 18. Leachate control is required. 19.
