The Phase II drilling activities are being proposed in
accordance with Requirement No. 13 of the Cease and Desist Order dated 26 October 2007.
Staff has the following comments and recommendations:
1. Well Cluster#1 is being proposed to compare groundwater quality southeast of the
Musco facility to on-site groundwater quality. This well cluster will be constructed with
shallow and deep groundwater monitoring wells and samples analyzed will be
compared to MW-7, MW-1 OR, MW-12, MW-17, and MW-18. Staff agrees with this
location and construction of a shallow and deep monitoring well.
The addition of this well cluster should also help define groundwater gradients both for
the shallow and deep zones. Currently, shallow groundwater is interpreted to flow
northeast; deep is interpreted to flow northwest. Staff has requested Musco better
define groundwater flow in the deep groundwater zone monitored beneath the Musco
facility and Title 27 ponds. Musco was asked to contour wells MW-4, MW-7, MW-8,
MW-9R as a group, contour wells MW-1 OR, MW-12, MW-18, and MW-22 as another
group, and to evaluate the significant difference in groundwater elevations between
these groups. The Phase II data should also be examined in this context, as
appropriate.
Musco's consultant should review data from off-site sources in combination with the
results of the Phase II groundwater investigation to better understand the distribution
and quality of shallow and deep groundwater in the area. Possible sources of off-site
data include the monitoring reports submitted to the Regional Water Board for the
former Arco Gas Station on South Patterson Pass Road and the Owens Brockway site
California Environmental Protection Agency
a Recycled Paper
