CENTRAL VALLNISREGIONAL WATER QUALITY NTROL BOARD <br /> INSPECTION REPORT <br /> DATE: 29 March 2007 <br /> FACILITY: Musco Family Olive Company <br /> DISCHARGER: Musco Family Olive Company <br /> LOCATION & COUNTY: Tracy, San Joaquin County <br /> CONTACT(S): Ben Hall/Kelly <br /> INSPECTION DATE: 26 March 2007 <br /> INSPECTED BY: Todd Del Frate <br /> ACCOMPANIED BY: <br /> SUMMARY: Met with Ben Hall and Kelly to conduct a site inspection of the Musco facility. The <br /> inspection was a follow up to the last inspection conducted in fall of 2007. During that inspection severe <br /> runoff. erosion, and sedimentation issues were observed at the upland spray fields. Staff strongly <br /> expressed concern of lack of progress with installing storm water controls prior to the wet season. Field <br /> 55 east and west, and Field 95 were major concerns. Lower Fields 18 north was also noted as having <br /> severe runoff and erosion issues. <br /> Staff observed the lower fields (18 north, Evap South) from the road and conditions of the fields appeared <br /> to be unchanged from the previous inspection. The lower fields have less topographic relief than the <br /> uplands area, but concentrated flow can be easily observed throughout the field. Nypa plantings in field <br /> 18 north covers approximately 25%to 30% of the field. Evap south was recently re-planted with Nypa <br /> and no crop coverage exists (Figure 1). Erosion controls have not been installed on the lower fields. <br /> The Title 27 Class II surface impoundments appeared to be in good operational shape with no observed <br /> tears in the liners or weather damage. Musco has diverted more water to the surface impoundments and <br /> Pond A and Pond B appeared to be near capacity (Figure 2). <br /> Tailwater boxes installed to collect runoff from the spray application fields were fixed and appeared <br /> maintained. All boxes observed had been pumped of liquid and were free of silt with the exception of the <br /> box installed in Field 55 west (Figure 3). According to the Discharger. continued maintenance of <br /> ta']water boxes are required. All fixed boxes were fitted with either electric, gasoline or diesel powered <br /> pumps as shown in Figure I and Figure 4. <br /> Staff inspected the 84 million gallon reservoir. All aerators were operating. Discharger indicated <br /> dissolved oxygen measurements were recorded at approximately 4.0 mg/L, above the required 2.0 mg/L. <br /> Staff noticed a slight odor. Figure 5 shows the Reservoir and aerators. <br /> Staff inspected Field 55 in the uplands area. Field 55 west continued to show severe erosion and <br /> channeling caused by concentrated flow. Because of the low rainfall this year, the observed severe <br /> erosion is a result of current irrigation practices rather then storm precipitation. Straw waddles were not <br /> Approved: <br />
