The reports were deemed incomplete. Comments were <br /> prepared and provided in a letter dated 28 April 2006. Staff neglected to provide a date for <br /> information requested in comment labeled 2d. (see below). Please provide the information <br /> requested in Item 2d. by 12 June 2006. In addition to the above request, staff has attached <br /> Requirements for Monitoring Well Installation Workplans and Monitoring Installation Reports <br /> for your reference when preparing the well installation workplan and subsequent report <br /> requested in the 28 April 2006 letter. <br /> Comment 2d. read: <br /> "2d. - It remains unclear how.the process water generated at the subject facility is deemed <br /> designated waste or wastewater for land application. Several reports including the Fourth <br /> Quarter 2005 Groundwater Monitoring Report indicate "it is unclear how operation personnel <br /> or logic equipment determine whether to discharge the wastewater to the land application <br /> system or the Title 27 ponds." To clarify to staff how process water is generated and how it is <br /> determined whether the process water is discharged to the Title 27 ponds or land application <br /> system the following is needed: A description of all the waste streams with a constituent or <br /> chemical profile of each waste stream; A map or process diagram of the waste stream flow <br /> paths and collection or disposal points; And the total volumes generated from each waste <br /> stream. The waste stream evaluation shall include tailwater and stormwater volumes collected <br /> prior to disposal. Based on the total discharge of"designated waste" to surface <br /> impoundments reported in the 2005 Annual Report, approximately 30.8 acre-feet of pond <br /> capacity remained at the end of 2005. Because of the large remaining pond capacity, it <br /> appears the Title 27 ponds are not being fully utilized. Reservoir Water Quality data for July- <br /> December 2005, presented in the Annual 2005 Summary Report indicate high strength <br /> wastewater is being spray irrigated over the subject site. This reservoir wastewater exceeds <br /> the effluent limitations set forth in WDR R5-2002-0148.
