way tracks at the bottom of the trench dug ron.-le the pipes
connecting the tank and the warehouse.
Results of the tests are tabulated and di5CUSSCd in a later
paragraph.
The excavation was later filled with clear, soil by the Port of
Stockton. The current appearance of the stte is shown in Figures
6 and 7.
Because some soil contamination was found in the tests results ,
which will be discussed later herein, further work tvas required
to define the problem.
On March 20, 1989 a "Soil Re-Excavation Work Plan" was submitted
to the SJLHD by JTO.
In a letter dated May 4 , 1989 (App. A-8) , the SJLHD added sev-
eral items that needed to be addressed in the work plan. These
items were either added to the original or discussed in addendum
pages. The amended plan is given in Appendix A-7. According to
JTO, verbal permission was given to implement the proposed re-
excavation plan.
The railroad ties between the first excavation and the concrete
loading dock were removed, with the rails being left in place.
Permission from the various railroads involved had been obtain-
ed.
This area ( the pipeline route) was then excavated to an
approximate 12 feet x 10 feet x 8 feet deep (Figs. 4 be 5b) .
On July 10, 1989 Canonie Labs collected double samples from five
locations in the second excavation described above. All sampling
was witnessed by a representative of the DHS. Quality control
procedures as described above were followed. The samples were
tested for BTXE (prep. 5030) and TEPH (prep. 3550) GCF1D. A dis-
cussion of the results is given under Tests Results herein.
All clean soil was returned to the pit by JTO about two months
after the tests were run. The soil replaced was judged to be
free of contamination by the tests results and inspection by
sight and smell .
On Oct . 3, 1989, the DHS sent a letter to the Port of Stockton
regarding health protection procedures that should be followed
(App. A-12) .
JTO informed 1Wn. J. Hunter & Associates that a proper response
--- -
had been made--answer i nga 1-1 _ concerns expressed by--the-DHS, --but
no written data could be found.
4
