Giannecchini of Ernie's General Store,Advanced GeoEnvironmental,
Inc. (AGE) is requesting a meeting to discuss the San Joaquin County Environmental Health
Department(SJCEHD) letter dated 05 January 2009 concerning the property located at 4407 East
Waterloo Road, Stockton, California(site).
The environmental work at the site is funded through a claim with the State of California
Underground Storage Tank Cleanup Fund(USTCF). As SJCEHD may be aware, the USTCF has
suspended Mr. Giannecchini's claim until further notice. A reimbursement request for Mr.
Giannecchini for over$76,000 is presently in suspension at the USTCF. The USTCF has notified
all claimants that payment of the reimbursement requests are delayed beyond "historical time
periods".It is unlikely that Mr.Giannecchini will receive any reimbursement monies for at least 12
months.
Additionally,Mr. Giannecchini is preparing to perform the Enhanced Vapor Recover/ In Station
Diagnostics(EVR/ISD)upgrades,which will cost at least an additional$90,000.The EVR upgrade,
combined with the current economic downturn, has drastically reduced Mr.Giannecchini's ability
to continue the environmental cleanup without reimbursement.
In an attempt to resume funding from the USTCF, Mr. Giannecchini is presently completing the
required documentation to request reassignment from Priority Class "C" to Priority Class "B".
However,it is our understanding that the process, which included a Fund Manager's Decision can
take 6 months or more for approval.
It is Mr.Gianneechini's desire to remain in compliance with appropriate environmental directives.
However, the status of USTCF reimbursements and the current fiscal crisis is creating a severe
hardship.Mr.Giannecchini is requesting a meeting with the SJCEHD to discuss the circumstances
of his site. Please contact our office at(209)467-1006 as soon as possible to schedule a convenient
917 Shaw Road,Stockton.CaIifnmia 95215
Til—riinme(209)467.1006 Va>u 1L(h)467-1118
