Wilson Way RO#: 00574
Stockton, CA., 95215
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD)
has reviewed the "Submittal of Groundwater Monitoring Program Report, Second
Quarter 2001" dated August 14, 2001 as submitted by Blaes Environmental
Management Inc (BEMI) and has the following comments.
This quarterly sampling event was to be conducted during April, May and June (2nd
Quarter), and not on July 9 through 12, 2001 as the data indicate. In the future please
conduct the sampling event during the quarter being represented.
The report concluded that the hydrocarbon contamination present in the groundwater
was mostly localized in the central portion of the site. Groundwater samples collected
from monitoring in the B interval had the highest concentration of petroleum with the
former dispensers as the probable source. The detection of hydrocarbons in the
groundwater in the C interval is less widespread. The vertical and lateral extent of
petroleum contamination is not defined and further investigation is required.
Figures 5 and 6 represent hydrocarbons (both total petroleum hydrocarbons as gasoline
and benzene) in groundwater for both the B and C intervals. The numerical values for
the isoconcentration lines are for benzene concentrations only. Please provide
numerical values for both constituents or provide separate maps for each constituent in
future reports.
PHS-EHD concurs with your consultant's recommendation that proceeding with
remedial testing and delineating the contamination is warranted before you submit the
Corrective Action Plan (CAP). A work plan that includes these testing procedures
and the further investigation for the lateral and vertical delineation should be
submitted to PHS-EHD within sixty (60) days. Quarterly monitoring, sampling, and
reporting are still required for this site. Please advise Michael Infurna of the dates you
will be onsite.
A Division of San Joaquin County Health Care Services
