U-Haul #709-50 page 2
2701 Wilson Way, Stockton
In the past, U Haul has been inconsistent and slow to respond to self-initiated site work.
PHS-EHD will allow you this last opportunity to formulate a long-term schedule for this
site and submit it to PHS-EHD in the next work plan for approval. If a schedule is not
submitted in the next work plan, PHS-EHD will set the dates for field work and report
submittals.
The CAP is to include the results of the remedial testing and delineation investigation as
well as a cost-effective analysis (Feasibility Study). Requirements for the CAP are
detailed in California Code of Regulations, Title 23 (Waters), Division 3 (Water
Resources Control Board), Chapter 16 (Underground Storage Tank Regulations),
Article 11 , Section 2725 (a) through (g).
Three dates are of particular concern: the date the CAP will be submitted, the date the
remedial action will start, and the date anticipated the remedial action would conclude.
As an example of an acceptable schedule, a complete CAP is typically submitted within
a year of the last investigative and remedial testing phase. The CAP is reviewed quickly
and a comment letter is generated soon thereafter notifying you of the approval or need
for further investigative work. Once the CAP is approved and the most cost-effective
remedial action has been determined, the installation and start of the remedial action is
to be completed within a few months of the approval. Reports on the remedial action
that include professional conclusions and recommendations are to be submitted to
PHS-EHD on a quarterly basis.
Please address your submittals to Mr. Infurna and you may call him at (209) 468-3454
should you have any questions. PHS-EHD would like to be present at the next
sampling event. Please call and make an appointment with Mr. Infurna with two-
business day's notice.
Donna Heran, REHS, Director
Environmental Health Divis'
Michael J.
