Wilson Way <br /> Stockton, CA., 95215 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has a <br /> contract with the California State Water Resources Control Board (SWRCB) to oversee <br /> investigative and remedial activities at underground storage tank (UST) sites that have had an <br /> unauthorized release. <br /> The California Underground Storage Tank Regulations, contained in the California Code of <br /> Regulations, requires that the responsible party submit reports to our agency every three <br /> months on corrective action until the investigation and cleanup are complete. Leaking UST <br /> sites that have groundwater monitoring wells are required to monitor and sample the wells on a <br /> quarterly basis and submit a Quarterly Monitoring Report (QMR) to PHS-EHD until directed <br /> otherwise. <br /> There has not been a QMR submitted to PHS-EHD since the 3rd QMR — 1997, for the sampling <br /> event held on September 26, 1997. This site is not in compliance with regulations and <br /> directives (PHS-EHD letter dated August 31, 1994) issued by this agency. Sites that are not in <br /> compliance are subject to formal action and are jeopardizing their ability to receive <br /> reimbursement from the SWRCB Cleanup Fund. <br /> You are hereby directed to immediately resume quarterly groundwater monitoring and <br /> sampling of all the wells associated with this site. A sampling event shall be conducted <br /> this quarter (ending March 31, 1999) and the QMR is to be submitted to PHS-EHD before <br /> April 30, 1999. Quarterly monitoring is to continue on a regular basis. <br /> Enclosed is a policy adopted by PHS-EHD for fuel oxygenates known to be in gasoline during <br /> the presence of the USTs at this site. You are hereby directed to incorporate this <br /> oxygenate policy into each and every quarterly monitoring event, starting immediately. <br /> Groundwater recharge in the past few years has affected most sites in San Joaquin County. <br /> The rise in groundwater level provides a strong possibility that the monitoring wells for this site <br /> have the current depth to water (DTW) above the monitoring well's screened interval. If this <br /> "drowned-screened" condition is present at this site, PHS-EHD will require additional monitoring <br /> wells to be placed next to the existing wells and constructed so that the new well screened <br /> interval is capturing the DTW at the time the well is constructed. <br /> A Division of San Joaquin County Health Care Services <br />
