),h>F SENVIRONMENTAL MANAGEMENT, INC.
GJ C
May 30, 2003 c nT
Ms. Adrienne Ellsaesser/Margaret Lagorio = 77)0_San Joaquin County Environmental Health Department N
304 East Weber Avenue, Third Floor — r
Stockton, CA 95202
Re: Operations Plan for Carbon System at Frontier Motel
Dear Ms. Ellsaesser/Ms. Lagorio:
Blaes Environmental, on behalf of U-Haul International, Inc., is submitting this operations plan
for wellhead groundwater treatment using aqueous-phase carbon at the Frontier Motel in
Stockton, California. The following operations plan for the carbon treatment system includes a
brief description of the system design, sampling frequency and methods, and carbon vessel
change-out procedures.
1.0 SECURITY:
The entire carbon system will be secured within a six-foot high padlocked chain link fence to
prevent any unauthorized entry or vandalism.
2.0 CALCULATED DAYS UNTIL INITIAL BREAKTHROUGH:
The carbon system was designed for a peak demand of 20 gallons per minute (gpm). A 20 gpm
flow limiting valve has been installed to ensure the system does not exceed this demand. The
empty bed contact time for the carbon system was calculated to be 6.8 minutes at 20 gpm. In
addition, the system design and sampling frequency was based on a maximum daily usage of
2,600 gallons per day (gpd), as determined by the motel's bulk water usage over the last six
weeks. Due to limitations of their modeling program, Carbonair's liquid-phase carbon
adsorption model calculations were based on the peak 20 gpm usage (continuous). This resulted
in a calculated usage of 28;800 gpd when in fact the maximum observed usage has been 2,600
gpd. Therefore, the estimated breakthrough time is calculated by dividing the continuous total
by 2,600. Based on these calculations, it is estimated that an influent concentration of 1.3 parts
per billion (ppb) of 1,2 DCA will be detected after the primary carbon vessel after approximately
366 to 399 days of operation.
3.0 SAMPLING SCHEDULE AND ANALYSIS:
The carbon system will be sampled prior to system start-up, twice a month thereafter, and after
every carbon change-out event. Sampling events will consist of sampling after the primary
carbon vessel (sample valve #2) and after the secondary carbon vessel (sample valve #3). In
addition, at start-up and quarterly thereafter, the influent groundwater stream will be sampled
(sample valve#1). The samples will be collected and analyzed by FGL Environmental, Inc.
1433 North Third Avenue,Phoenix,Arizona 85003
Telephone:(602)728-0707 Fax: (602)728-0708
