Wilson Way RO#: 00574
Stockton, CA., 95215
San Joaquin County Environmental Health Department (EHD) has reviewed Remedial
Feasibility Test Report dated February 28, 2003 as submitted by Blaes Environmental
Management (BEM) on April 2, 2003 and has the following comments.
This report covers the installation of additional monitoring wells (MW-10B and 10C) and
installation and testing of an air sparge test well (ASW-1) and vapor extraction test wells
(VEW-1 and 2) in April 2002 under an EHD approved work plan and addendum.
Also included in the report of findings were recommendations of the remedial testing
methods tested after well installations.
The alternatives tested for feasibility and cost-effectiveness were Air Sparging (IAS)
Soil-Vapor Extraction (SVE), Aquifer Pumping (groundwater extraction, GWE), and
Biofeasibility Analysis. Your consultant concluded that IAS in combination with SVE
would be the most feasible and cost-effective when compared to the other alternatives.
EHD appreciates your assertiveness to evaluate remedial alternatives at this point in
your investigation. Underground storage tank (UST) sites are to have the lateral and
vertical extents of the petroleum release delineated before a Remedial Action Plan can
be evaluated or approved.
The presence of dichloroethane (1,2-DCA) in the Frontier Motel drinking water well just
south of the U-Haul site places the U-Haul site in a position of high priority. Immediate
and assertive steps must be taken to identify the extents of the release from your USTs
that has degraded the quality of the drinking water in the area. Further investigation is
required at your site now. All other drinking water wells within a 2000' radius are to
be accessed and sampled if U-Haul cannot verify that their UST release has not
impacted them also.
