Used Oil Tank
Containment Integrity Report
For
HMT Inspection
Tracy Express Carwash & Lube
Tracy, CA January 17,2019
SIGNIFICANT FINDINGS (CONT'D.)
ABOVEGROUND USED OIL TANK AND FACILITY (CONT'D.)
TANK: The Used Oil Tank is horizontal and rectangular and is fillet welded at the
corners. The tank has a capacity of 500 gallons (nominal).
The Used Oil Tank in the facility is utilized as a collection tank for used oil from public
vehicles. The used oil is emptied from the vehicles into overhead collection pans that
are then manually pumped into the tank. The used oil is subsequently trucked off-site
for recycling. A daily facility inspection log is available and accessible at the adjacent
office.
Thickness readings on the tank measured from 0.130 inch to 0.136 inch on the
secondary shell (nominal thickness is 0.130 inch). Thickness readings on the primary
shell of the Used Oil Tank measured from 0.130 inch to 0.132 inch (nominal thickness is
0.130 inch). Ultrasonic (UT) testing found the tank in serviceable condition.
SHELL AND TOP / BOTTOM PLATES: Visual (VT) inspection noted areas of random
coating failure with peeling present on the shell of the external tank. Consideration
should be given to performing coating maintenance as necessary to minimize future
corrosion. Ultrasonic (UT) thickness measurements detected no recordable degradation
of the surfaces inspected.
NOZZLES AND APPURTENANCES: The couplings and appurtenances are in
acceptable condition. The Used Oil Tank has one (1) 2-inch coupling vent installed with
the primary tank and one (1) 2-inch coupling vent installed with the outer secondary
tank. These details are open to the atmosphere with no vent covers present.
SECONDARY CONTAINMENT EVALUATION (USED OIL STORAGE TANK
FACILITY): The Used Oil Tank is a double-wall tank situated inside a building resting
on a concrete slab within a concrete basement. Since the tank is double-wall, the need
for separate spill capacity around the tank does not apply. These details meet the
requirements for secondary containment per EPA regulations for the maximum 72-hour
clean-up period for spills.
23264311 Used Oil Tank-DTSC Report r4(Rev 0) 2/7/2019 2:38 PM
