PROBLEM ASSESSMENT REPORT/ <br /> CORRECTIVE ACTION PLAN <br /> Former Beacon Station No 12419 <br /> 2350 Waterloo Road <br /> Stockton, California <br /> 1.0 INTRODUCTION <br /> At the request of Ultramar Inc (Ultramar), Horizon Environmental Inc (Horizon) has <br /> prepared this Problem Assessment Report/Corrective Action Plan (PAR/CAP) for the former <br /> Beacon Station No 12419 located in Stockton, San Joaquin County, California as shown on <br /> Figure 1 The purpose of this PAR/CAP is to describe the physical site, the nature and <br /> extent of petroleum hydrocarbons in soil and groundwater, and propose cost-effective <br /> remedial alternatives for the soil and groundwater beneath the site on the basis of previous <br /> investigation and feasibility studies performed at the site The report was prepared for <br /> submittal to the San Joaquin County Environmental Health Division (SJCEHD) for approval <br /> to initiate soil and groundwater remedial activities <br /> The PAR/CAP was developed in accordance with the State of California Water Resources <br /> Control Board document Leaking Underground Fuel Tanks (LUFT) Manual and the <br /> Regional Water Quality Control Board document (RWQCB) Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank Sites <br /> dated 31 August 1991 <br />
