Upon conducting a thorough walk of the parcel AEMC noted no
evidence of soil contamination. The entire facility is tilled
and apparently free of surface structures.
AEMC utilized a Metrotech #81C) pipeline tracer in an attempt to
locate the t_tndergrot_tnd (approximately 6 -Feet) oil transport
lines. The pipeline locator did not detect the presence of
pipeline at and near the assumed locations identified in
Attachment 2A. Since the possibility existed that the pipeline
was either broken or somehow not able to condt_tct an electrical
charge, AEMC decided to excavate a 22, -foot long, 8 -foot deep
trench (Attachment 2A) across the assumed locations of the
Pipeline. Upon trench e;•:cavation, no pipelines were discovered.
The Excavated soils showed no signs of contamination from crt_tde
oil or any other toxic materials. At this point AEMC concluded
that the pipelines were removed for salvage upon closure of the
pumping station.
Conclusions
AEMC discovered no evidence which directly indicates that the
Dynasty parcel (AFN 2.--15-22) is contaminated with toxic
materials. The investigation findings which st_tpport this
statement follow:
o No visible signs of soil contamination exist onsite.
o Research suggests the property has always been free of
surface structures.
o No evidence available that City Corporation Yard or
Southern Pacific Railroad activities rest_tlted in toxic
contamination of the Dynasty parcel.
o No reason to believe that the crt_tde oil spilled on
properties to the northwest cot_tl d have migrated throt_tgh
the soils to the Dynasty parcel.
o Grot_tndwater in the vicinity of the crt_tde oil property
flows in a northerly direction, away from the Dynasty
Parcel.
AEMC believes that the most likely source of toxic contamination
at the Dynasty parcel would have been through the crude oil
transport lines, which are assumed to have crossed the north
portion of the parcel. Field investigations st_tpport the
assumptions that the pipeline may never never have crossed the
parcel; the pipelines crossed the parcel at some other location;
or the pipeline was removed for salvage. If the pipeline did
cross the Dynasty parcel, the possibility exists that crt_tde oil
may have leaked from the pipeline and cat_tsed soil contamination,
althot_tgh no information has been found to substantiate this
Possibility.
