We have <br /> reviewed your Report and find that soil contamination exist on the portion of the <br /> property to be ceded to the City of Tracy for a city park. Non-detectable to low <br /> level of petroleum hydrocarbons have been found in the shallow monitoring wells <br /> below the contaminated area. Further sampling is proposed to confirm, <br /> quantitatively, the amount of petroleum hydrocarbons in the ground water. No <br /> soil contamination was found on the rest of the property. <br /> As agreed upon in our 21 August 1990 meeting and your 4 September letter, <br /> residential development of rest of the property is approved as long as future <br /> investigations or remedial efforts are not inhibited by permanent structures <br /> built at the site. Additionally, a copy of the Preliminary Endangerment <br /> Assessment (PEA) being prepared for the Department of Health Services (DHS) <br /> should be sent to our office for review when completed. Should the PEA determine <br /> that soil removal is necessary, you will need to submit one workplan that <br /> addresses the public health concerns of DHS and the water quality concerns of our <br /> office. <br /> 1f you have any questions, please contact me at (916) 361-5670. <br /> Vim, <br /> ANTON�A K.J.
