EVANS <br /> Senior Engineer Area Engineer <br /> DATE: 17 October 1990 SIGNATURE: <br /> SUBJECT: 21 AUGUST 1990 MEETING, TRACY ESTATES, SAN JOAQUIN COUNTY <br /> On 21 August 1990, I met with C & L Tracy Group Partnership (TGP) (see attached <br /> attendance list) to discuss the field work completed for the Problem Assessment <br /> Report, Potential Soil and Ground Water Contamination, Phase II - Sung 5 Property (1 <br /> August 1990) in Tracy, CA. Although the overall investigation is being conducted to <br /> determine the extent of soil and ground water contamination at the site, the field work <br /> was conducted in the area to be ceded to the city of Tracy for a city park. <br /> The report states that the ground water immediately below the contaminated soils may <br /> contain low concentrations of total petroleum hydrocarbons derived from crude <br /> petroleum. Results indicate that the contaminated soil is confined to the area <br /> designated for the City Park. All evidences indicates that petroleum was discharged <br /> from historic use of subsurface pipelines throughout the Tracy area, specifically along <br /> the railroad right-of-way. <br /> The Report also states that ground water contamination has been more difficult to <br /> confirm due to unreliable laboratory data. However, reliable data indicates that non- <br /> detectable to low levels of petroleum constituents can be found in the ground water. <br /> TGP proposes to monitor and sample ground water in September and December 1990 to <br /> conform previous monitoring data collected. The Report states that the hydraulic <br /> gradient is 0.002 feet per foot. <br /> I recommend that we approve proposed development at the site in which residential <br /> housing will be built on the non-contaminated portion of the property and a city park <br /> will built on the portion where soil contamination has been found. The developer and <br /> the City of Tracy have agreed not to develop the city park in such a manner which would <br /> prevent future investigations or remedial actions. Additionally, the site should be <br /> referred to the Spills/Leaks Investigation and Cleanup Unit at the Regional Board for <br /> all further oversight and coordination with DHS. <br /> TGP will complete a Preliminary Endangerment Assessment (PEA) for the Department of <br /> Health Services (DHS) . The PEA will address the risk presented by contamination and <br /> remedial activities necessary to protect public health. DHS has informed TGP that <br /> oversight by DHS will not be possible until January 1991 . <br /> Therefore, TGP request approval to proceed with developing the site since development <br /> in the area with soil contamination will not prevent future investigation or remedial <br /> efforts for soil and ground water. Additionally, TGP recommends that the area-wide <br /> soil contamination should be addressed on a regional basis rather than a site-by-site <br /> basis. <br /> RAE <br /> Attachment <br />
