SANAA.QUIN <br />— <br />COUNTY -- - <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />KALENDS AUTO WRECKING <br />8237 E HWY 26, STOCKTON <br />August 16, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />301 <br />CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />-One white metal 55 gallon drum that was identified as used antifreeze was observed with a dark liquid on top of the <br />drum in the hazardous waste storage area. <br />-Two blue metal 55 gallon drums of used oil were observed with oil pooled on the top of the drum in the hazardous <br />waste storage area. <br />-The hazardous waste storage area was observed with spills and saturated absorbent on the ground. <br />-The third storage container from left while facing containers of transmissions was observed with vehicle fluid leaks <br />covering most of the container floor and soaked into the walls of the container. <br />-The fifth storage container from left when facing containers of transmissions was observed with vehicle fluid leaks <br />covering most of the floor and soaked into the walls of the container. <br />-A vehicle part was observed sitting in a puddle of oil on the cement adjacent to the transmission storage rooms. <br />-A red tire machine was observed on the cement outside the store with an oil leak onto the cement and dirt <br />surrounding the machine. <br />-A blue piece of equipment was observed actively leaking in the yard near the stacks of cars. <br />-In the car crushing area vehicle fluids are allowed to drain/leak/spill onto the concrete/dirt and gravel. The stained <br />area/puddles of fluids covered an approximate area of 10x15 feet. <br />-Inside the store, dark staining was observed on the dirt/ground between the shelves of parts. <br />Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br />waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean up all <br />leaks and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br />documentation explaining how this waste was managed. <br />This is a repeat violation, Class II. <br />403 <br />CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />-One white metal 55 gallon drum of used antifreeze was observed overfilled and without a cap in the hazardous <br />waste storage area. <br />-Two blue metal 55 gallon drums of used oil was observed in the hazardous waste storage area without a cap. <br />-One white plastic 5 gallon bucket of oil absorbent was observed in the hazardous waste storage area without a lid. <br />Wires and empty cardboard boxes were on top of the absorbent. <br />All hazardous waste containers shall be closed at all times except when adding or removing waste.
