Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />April 25, 2019 <br /> Facility Address: <br /> 4629 WEST LN, STOCKTON <br /> Facility Name: <br /> JC MASTER TECH <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />There were two 55-gallon drums of used oil filters with an accumulation start date greater than one year. <br />- One 55-gallon drum of used oil filters marked with an accumulation start date 4/9/18 <br />- One 55-gallon drum of used oil filters marked with an accumulation start date 2/16/18 <br />- One 55-gallon drum of used oil filters not marked with an accumulation start date. <br />Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as “drained used oil <br />filters,” and marked with an accumulation start date. Ensure that all used oil filters are managed in this way. <br />Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that <br />generate one ton or more of used oil filters may store the filters for up to 180 days. Immediately recycle these filters <br />under a bill of lading and submit a copy of the bill of lading to the EHD. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by May 25, 2019. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
