S0 JOA U 1 Environmental Health Department <br /> U ;� i Y I <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Colonial Energy CE 40135(DBA Power Mart) 192 Lathrop Rd, Lathrop January 08, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> OBSERVATION:Approximately 15 gallons of liquid was observed in the diesel fill sump and approximately 1 gallon <br /> of liquid was observed in the 87 fill sump. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician removed all liquid from the diesel and 87 fill sumps. Ensure that all <br /> sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class 11. <br /> 326 HSC 25299(a)(9)Tampered with or disabled leak detection devices or alarms. <br /> OBSERVATION: Upon arrival,the inspector was told by the service technician that the 208 sensor was found raised <br /> above the 15 gallons of liquid inside the diesel fill sump. The tech stated that the 15 gallons of liquid was pumped <br /> out and the sensor was tested for functionality and placed at the earliest opportunity. Manager, Chrystine Spence <br /> stated that the sumps are cleaned out by Colonial Energy's maintenance team.An alarm log found onsite was <br /> signed by Carolyn Oneal on 12/18/2019 stating liquid from the diesel fill sump was pumped. <br /> REGULATORY GUIDANCE:The owner or operator of an underground storage tank system shall not tamper with or <br /> otherwise disable automatic leak detection devices or alarms. <br /> CORRECTIVE ACTION: The sensor was placed at the lowest point of the sump by the technician at the time of <br /> inspection. Ensure that all automatic leak detection devices and alarms are maintained in proper operating <br /> conditions, in accordance with Title 23 regulations, at all times. <br /> This is a Class I violation. <br /> Overall Inspection Comments: <br /> The monitoring system certification was conducted on 1/8/2020 and was not witnessed by EHD. Looked inside <br /> all sumps and UDCs. Verified sensor locations and piping communication. An inspection checklist was provided <br /> to the facility operator on the day of inspection. The EHD has written the complete report on 2/5/2020 which <br /> replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
