S0 JOA U 1 Environmental Health Department <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Colonial Energy CE 40135(DBA Power Mart) 192 Lathrop Rd, Lathrop January 08, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br /> 1)OBSERVATION:The designated operator inspections for the following months were performed more than 30 <br /> days after the previous inspection: <br /> - Initial inspection on 3/28/2019, next inspection performed on 4/29/2019, 32 days later. <br /> - Initial inspection on 8/9/2019, next inspection performed on 9/9/2019, 31 days later. <br /> REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of <br /> the previous inspection. <br /> CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time <br /> frames. <br /> 2)OBSERVATION: The designated operator answered the question regarding sump sensor locations but did not list <br /> which sumps were visually inspected. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall visually inspect all spill containers, <br /> fill pipes,fill caps, and UDC sumps, and any tank top sump that had an alarm for which there is no record of a <br /> service visit,for damage, and for the presence of leaks,water, or debris, and check that the sensors are located <br /> properly. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are inspecting all of <br /> the required areas and noting it on the on the reports. <br /> This is a minor violation. <br /> 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br /> opportunity. <br /> OBSERVATION: The diesel fill sump sensor was found raised and not located to detect a leak at the earliest <br /> opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br /> Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> FA0007059 PR0505867 SCO01 01/08/2020 <br /> EHD 23-01 Rev.9/20/2019 Page 5 of 7 Underground Storage Tank Program OIR <br /> 1868 E.
