S0 JOA U 1 Environmental Health Department Underground Storage Tank Program Inspection Report Facility Name: Facility Address: Date: Colonial Energy CE 40135(DBA Power Mart) 192 Lathrop Rd, Lathrop January 08, 2020 SUMMARY OF VIOLATIONS (CLASS I,CLASS II,or MINOR-Notice to Comply) Item# Remarks 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. 1)OBSERVATION:The designated operator inspections for the following months were performed more than 30 days after the previous inspection: - Initial inspection on 3/28/2019, next inspection performed on 4/29/2019, 32 days later. - Initial inspection on 8/9/2019, next inspection performed on 9/9/2019, 31 days later. REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of the previous inspection. CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time frames. 2)OBSERVATION: The designated operator answered the question regarding sump sensor locations but did not list which sumps were visually inspected. REGULATION GUIDANCE: During the inspection, the designated operator shall visually inspect all spill containers, fill pipes,fill caps, and UDC sumps, and any tank top sump that had an alarm for which there is no record of a service visit,for damage, and for the presence of leaks,water, or debris, and check that the sensors are located properly. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are inspecting all of the required areas and noting it on the on the reports. This is a minor violation. 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. OBSERVATION: The diesel fill sump sensor was found raised and not located to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. This was corrected on site. This is a repeat violation, Class II.
