1.0 INTRODUCTION <br /> Hoblitzell & Associates, under contract to Mr. Heng Chea, owner of Waterloo Liquors, retained f <br /> Upgradient Environmental Consultants to witness the removal of three underground storage tanks <br /> from the Waterloo Liquors property, collect soil samples for laboratory analysis, and prepare a <br /> report summarizing the tank removal and laboratory results. This report completes the scope of <br /> work authorized under Upgradient proposal no. 97030. The site is under the regulatory oversight of <br /> San Joaquin County Environmental Health Division. <br /> 2.0 SITE LOCATION AND DESCRIPTION <br /> Waterloo Liquors is located at the intersection of Waterloo Road and Filbert Street in Stockton, <br /> California (Figure 1). It is operated by Mr. Heng Chea as a convenience store and gasoline station, <br /> and sells unleaded gasoline from a single dispenser island located at the front of the property. The <br /> gasoline has been stored in three 12,000-gallon underground tanks that were located between the <br /> dispenser island and the convenience store, and were partly covered by the dispenser island. The <br /> location of the tanks and other features is shown in Figure 2. <br /> The area along Waterloo Road is zoned for commercial uses. Topography in the area is flat. <br /> 3.0 TANK REMOVAL <br /> The tank removal took place on lune I0, 1998. Soil from around the tanks was removed by an <br /> excavator and stockpiled adjacent to the tank cavity. At approximately 8:30 a. m. the tanks were <br /> certified safe for removal by the Stockton Fire Department, and the tanks lifted from the excavation <br /> by the crane operator. <br /> After removal,each tank was set on the ground,cleaned, and inspected for leaks and then placed on <br /> a flat-bed truck for trasnport to a disposal facility. The first tank to be removed was the the eastern- <br /> most tank (tank #3). No holes were found, and the tank was only slightly rusted and pitted. The <br /> second tank was moderately rusted, but exhibited no holes. The third tank(tank#1)was both rusted <br /> and stained with petroleum, which appeared to be located primarily near the fill port, suggesting <br /> that accidental overspill may have occurred.No holes or leaks were observed. <br /> ! <br /> 4.0 COLLECTION AND ANALYSIS OF SOIL SAMPLES <br /> After the tanks were removed, the excavator was used to remove between two and four feet of soil E <br /> from beneath each tank. Upgradient then collected three samples from the excavator bucket, one at ! <br /> each end and one in the middle of each tank. The samples were collected with a percussion slide <br /> hammer loaded with 2 x 3-inch brass sample sleeves. The approximate locations of the samples are <br /> shown in Figure 2.In general,the samples were collected at a depth of approximately l6 feet <br /> 1 <br /> I <br />
