July 29, 2019 <br /> Rick J. Justice <br /> Page 2 <br /> The water in the parking lot was contained by the facility's Safe Drain system. The purpose of <br /> the Safe Drain system is to seal the storm drain in case of a spill. Upon my arrival at 10:25 pm, <br /> I began efforts to further contain the water and mitigate additional water flow. I then checked <br /> the water that had pooled in the parking lot. I tested the pH of the water (which was neutral) and <br /> visually inspected the water confirming there was no discoloration and no visible sheen. After <br /> taking these steps, I opened the Safe Drain allowing the water to go into the storm drain. <br /> The following day on July 16`h at approximately 10:19 am, I placed a call to the San Joaquin <br /> County Health Department (209-468 3420) and City of Stockton Wastewater Control Authority <br /> (209 937 8341) to provide notification of this incident. As explained in our prior letters, based on <br /> visual inspection, pH testing, and knowledge of the source of the water, there was no indication <br /> the water contained hazardous materials. Although we did not believe this incident was <br /> reportable, we provided notification in an abundance of caution. <br /> We determined the malfunctioning sump pump was due to a blockage in the suction intake of <br /> the pump. The blockage was cleared and we proceeded to clean-up the remaining water <br /> contained in the wastewater building. <br /> There was no direct discharge of water to the sanitary sewer. All water was directed to the <br /> pretreatment system for normal processing and treatment prior to discharge to the sanitary <br /> sewer. We have instituted corrective actions with the maintenance team to perform daily <br /> inspections of the sump pumping system to prevent reoccurrence of this issue. We have also <br /> reviewed procedures with the maintenance team to verify that water hoses are turned off and <br /> are not left unattended. <br /> I have enclosed a copy of our spill/slug control plan which also provides the contact telephone <br /> numbers in the event of an emergency. <br /> If you have any questions, please feel free to contact me.
