S0 JOA U 1 Environmental Health Department <br /> U ;� i Y I <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HARNEY LANE AM PM 255 E Harney Ln, Lodi June 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 305 HSC 25290.1(e)VPH monitoring of the interstitial spaces of the UST system is not maintained. <br /> OBSERVATION: The VR 304 sensors in UDCs 13/14 and 15/16 failed when tested. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br /> vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. If the failed component can't be replaced immediately,there is a possibility <br /> that the UST system may be red tagged to prevent fuel inputs. <br /> This is a minor violation. <br /> 309 CCR 2636(f)(1)Monitoring in sump/UDC failed to activate an audible and visual alarm or stop the flow product. <br /> OBSERVATION: The 208 sensors in the 91 STP sump and 87 fill sump failed to activate an audible and visual <br /> alarm when tested to ensure continuous monitoring of the tank system. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. <br /> This is a repeat violation, Class ll. <br /> 316 HSC 25290.1(c3), 25290.2(c3)Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> OBSERVATION: Liquid was found in the 87 fill sump, 87 STP sump, and diesel fill sump. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 <br /> hazardous waste regulations, and manage accordingly.
