Before responding to
your°current requests , I would like to briefly review
the history in. ths regard of our contacts with the
San Joaquin Environmental Health Division.
In December of 1987 we began steps for a voluntary
closure of a 550 gallon UST located at 4648 E.
Waterloo Road. On 1-4-88 Mr. William Snavely,
. Registered Sanitarian, from your,, department witnessed
the removal of this tank by Ramcon. Though the tank
had recently passed a precision test and no holes in
the tank were observed, a .petroleum odor was present
and additional testing was ordered. -The contaminated
soil removed during excavation of. the tank was stored
nearby and covered until permission. was received from
Mr. David Curls in your department and the San Joaquin
County Air Pollution Control District (on 9-4--88 ) to
aerate the -soil on-site and back-fill the site with
clean soil . This ' work- was done by Applied GeoSystems.
On 1--12-89 Ms . Diana Hinson received a copy of Applied
GeoSystems AGS Report #38033-1 ' showing that "the
hydrocarbon consitiuents in the aerating soil were
below laboratory detection limits. " On 8-5-88 Applied
GeoSystems had also prepared a report evaluating the
soil and ground-water contamination, two copies of
which were sent to Mr.- David• Carls in your department
for direction an additional steps that might be
required. On 11-18-88 we received' a letter from Mr.
