Ron Valinoti, who was the Director of the San Joaquin � <br /> 1 <br /> Environmental Health Division, advising our <br /> consultants , Applied GeoSystems , ithat the county no <br /> longer had authority to respond to our report and he <br /> directed us to contact CVRWQCB. ,On 112-15-88 we <br /> submitted a copy of the Applied GeoSystem' s report to <br /> CVRWQCB, attention. Mr. Boggs. We were never contacted <br /> by them. Therefore , in May, 198 wefcalled CVRWQCB i <br /> and spoke with Mr. Ed James , Engineering Geologist, <br /> who assured us that they had received our report but <br /> that. they were swamped with hundreds ':rof such reports <br /> and that it would be sometime betore ':`they would be <br /> able to advise us formally of the nexht steps required 1 <br /> in addressing the ground water contamination as i <br /> suggested by our report. To date.' we 'have had no i <br /> response from CVRWQCB. Your recent letter, therefore, <br /> is the first correspondence advisingi,us of further <br /> steps needed in the evaluation of our! site. <br /> At present we have one monitoring wefrl in place. Your <br /> letter and accompanying materials indicate that 3 or <br /> more additional monitoring wellslwill� be required to <br /> accurately assess the level of groundwater <br /> contamination and its characteristics. While we wish <br /> to cooperate fully with your directions in order to <br /> resolve this situation, we are facedjwith economic j <br /> realities which seriously limit our ability to rapidly <br /> proceed with further site work. 1Prekiminary cost <br /> estimates for additional monitoring wells are in the <br /> neighborhood of $20 , 000 . We area small family-run <br /> property management business . The warehouse at this <br /> location has been vacant for over a year now; leaving ; <br /> us with no income from this site !�to help offset these <br /> costs. Luckily we are in the process, of preparing <br /> applications for the UndergroundStoabage Tank Cleanup <br /> Fund Program (SB 2004 ) in hopes that these monies will � <br /> be available to assist us in completilpg whatever <br /> additional steps are required on l;our site. It is our <br /> hope that you are able -to set implementation dates , <br /> that follow the commitment of funds from the USTCF <br /> Program, so that we will be in alfinancial postion to <br />°I respond promptly to your request. Mary Meat's , EHS, from your <br /> I. <br /> staff about the latter concern. �5he 'Udicated that <br /> what you needed immediately was cop,y of the PAR <br /> submitted to you in 1988 which she inxdicated had <br /> apparently been misplaced withinjjthe �department. She <br /> also said that a re-sampling of the existing I <br /> monitoring well and the drinking <br /> liwat 'r well nearby <br /> were needed to confirm the status of he ground water <br /> at this time . We are in the processIpf having this <br /> sampling done and will contact your department in <br /> order to witness the sampling sometime in the next few <br /> weeks .
