21 <br /> i <br /> Coma <br /> Environmental Compliance Consulting <br /> 8 February 1990 <br /> TO: COZAD CUSTOM TRAILER/SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH <br /> FROM : CRAIG WRIGHT. .ENVIRONMENTAL ASSESSOR #00554 <br /> SUBJECT: PROPERTY TRANSFER ENVIRONMENTAL ASSESSMENT AND UNDERGROUND <br /> FUEL TANK REMOVAL ON COUNTY PARCEL #087-10U-65 <br /> A preliminary site appraisal was performed Friday. April 14, 1989 at <br /> the property located at 4907 Waterloo Road (also referred to as Highway 88) <br /> " in Stockton, CA. Historically, 29 years previously, the site was un- <br /> improved commercial when the present owners began development. The site <br /> manufactured custom trailers to meet D.O.T. specifications for the safe <br /> transportation of unique or unusual United States highway load requirements. <br /> Generic hazardous materials in use at this site have consisted of paints/ <br /> lacquers, metal grinding dust, solvents and fuels. Paint wastes and adjunct <br /> solvents and thinners are drummed and hauled to a recycler according to an <br /> existing operations plan. There was no evidence of excessive drum storage <br /> or spillage from drums or tanks anywhere on the property; general housekeeping <br /> was exceptional. There was also no evidence of metallic shavings being <br /> stored or disposed of on site, although a composite soil sample from the <br /> floor of an evaporation pond fed by a storm drain did show slightly elevated <br /> concentrations of CAM metals. ii.e. .higher concentrations than average soil <br /> abundance tables but less than Threshold Limit Concentrations according; to <br /> CCR Title 22, Article 11 Section 666991 <br /> Three areas were noted and Communicated to the property owner of superficial <br /> "oily" spills; the spill around a compressor motor was being excavated before <br /> this assessor left the site, The other two sites were located at the east <br /> fence line approximately 440 feet north from Highway 88. These areas bordered <br /> a surface fuel pump (back and sides) which was to be removed in the near <br /> future, as was the 1000 gallon 'leaded fuel' tank from which it fed. Also <br /> to be removed were two underground diesel storage tanks, one 5000 gallon <br /> - --- — <br /> capacity,-the other 1010t�0 gallon capacity.
